
The union representing British Airways cabin crew has said it will "strongly recommend" that its members reject the latest offer from the airline.Talks between the two parties failed to reach agreement, so the Unite union will now ballot members on the offer.
If they reject it, there is a possibility of further strike action, although Unite said it would not announce strike dates "at this stage".
BA cabin crew went on strike last month over pay and working conditions.
Unite said that although progress had been made during talks since the March strikes, an agreement had not been reached.
"The blame for this rests exclusively with an instransigent management which is determined to attack trade unionism and persecute its employees who supported the strike action last month," said Unite's joint general secretary Tony Woodley.
BA and the Unite union are in dispute over the airline's cost-cutting plans, which include reducing the number of cabin crew on long-haul flights.
Analysts say BA needs to bring down its costs significantly.
The airline is expected to announce the biggest loss in its privatised history when it reports its annual results later this year.
