    The system of unlimited university fees proposed by Lord Browne would not be sustainable or sensible, Universities Minister David Willetts has said.

    Lord Browne recommended universities be allowed to charge what they liked, but face a levy on fees above &pound;7,000.

    Mr Willetts acknowledged vice-chancellors' concerns about the levy, but said no decision had been made yet.

    He said he expected proposals to raise fees to be put before parliament before Christmas.

    Mr Willetts was speaking in response to reporters' questions at a conference held by the Higher Education Funding Council for England, Hefce.

    He had earlier said the government had not yet reached a decision on removing the fee cap and there were some "very difficult issues" around the proposed fee cap and levy.

    "I don't think it's sensible or sustainable to imagine having an unlimited fee cap," he said.
