Founder and co-owner Frank Williams, who has relinquished the role of chairman, said he would remain as team principal and was not handing over control.
"This is absolutely not my notice of impending retirement," he said. "I love Formula One, have a strong involvement in the company still, go to work every day."
Parr was previously Williams chief executive. That position will now go to Alex Burns.
