Thiruvananthapuram : Kerala Law and Parliamentary Affairs Minister M Vijayakumar today told the State Assembly that a decision on the recommendations of the Law Reforms Commission on hartal and strike would be taken only after wide discussions with everyone, including the Opposition parties.
Replying to a submission, he said the cabinet sub-committee was studying the recommendations and a proper decision could only be taken after elaborate discussions.
The recommendations of the Commission on hartal and strike could not be regarded just legal, and as such a unilateral decision could not be taken in this regard, he said.
The Commission report on hartal and strike was only one of the few recommendations made, Mr Vijayakumar said adding the commission mainly dealt with rectifying defects in the existing laws, repealing obsolete or unnecessary enactments, consolidating, modifying and reforming existing laws and simplifying or modernizing the laws.
The Commission headed by former Supreme Court judge V R Krishna Iyer had submitted the report to the state government last year.
The Law Reforms Commission in its report had recommended that organizations in Kerala, calling for a hartal or strike, without the government's permission may have to pay a fine of Rs 10 lakh or its leaders would face up to three years imprisonment.
It had also recommended that if a political party or organization gave an unauthorized call to protest, its principal office-bearers would be liable to be tried and prosecuted by a district judge.
