    State mulling lottery ban

    Thiruvananthapuram: The state government which is facing attack from all corners due to lotteries is planning to ban all lotteries, including state government lotteries. As per section 5 of Lotteries Act, states running their own lotteries cannot ban lotteries of other states. So if the government has to ban Sikkim and Bhutan lotteries they would be forced to ban state lotteries too. With such a move, the LDF is planning to put pressure on the UDF which had been alleging that state government is backing lottery mafia.

    The government is mulling such a step as the centre had not considered their repeated demands to take action against other state lotteries functioning illegally. Finance minister Thomas Isaac said that the centre has to regulate other state lotteries. But the opposition alleged that the LDF government is backing the lottery mafia without doing anything as is evident with the CPM mouthpiece Deshabhimani receiving Rs 2 crore from Santiago Martin and telecasting the lottery draw live in Kairali channel.

    The previous UDF government, in January 2005, banned lotteries to avoid misuse of online lotteries and other state paper lotteries. But when the move posed a big blow to the livelihood of thousands of lottery vendors, majority being physically challenged, the Government withdrew the same in April. This time too, the ban will pose such difficulties. The lotteries are major non-taxable income of the government, as government receives around Rs 150 core from lotteries.
