    Maharashtra: nine MLAs suspended for disrupting budget speech

    The Maharashtra Assembly on Thursday suspended nine MLAs — five from the Shiv Sena and four from the Bharatiya Janata Party — for disrupting the budget speech for its entire duration on Wednesday. They have been debarred from entering the premises of the State Legislature till December 31, 2011.

    On Wednesday, Opposition members shouted down the budget speech delivered by Finance Minister Ajit Pawar to protest against the exclusion of MLAs from district committees to implement the Sanjay Gandhi Niradhar Yojana.

    The Maharashtra Navnirman Sena, which was equally vociferous in protest, has escaped censure.

    When the House assembled on Thursday morning, Nationalist Congress Party MLA Shashikant Shinde demanded the suspension of the Opposition MLAs saying that the budget speech had been drowned out by slogan-shouting and that it was a deliberate attempt.

    Congress MLA Vijay Wadettiwar supported this, with the ruling party MLAs shouting slogans demanding the suspension of the MLAs responsible for Wednesday's ruckus.

    The House was adjourned twice. When Deputy Speaker Vasant Purke was in the chair, Parliamentary Affairs Minister Harshvardhan Patil moved a motion to stop the Opposition legislators from entering the premises of the State Legislature till December 31, 2011.

    Mr. Patil said the MLAs tarnished the image of the House and their actions were watched live on TV. He said they should be suspended for slogan-shouting, displaying banners and not obeying the Speaker.

    The (Supplementary) Appropriation Bill was passed in the chaos. When Leader of the Opposition Eknath Khadse later tried to speak on a discussion on Yashwant Sonawane — the Malegaon additional collector who was killed by the oil mafia — Mr. Patil moved the motion to suspend the MLAs and the House passed the motion by a voice vote.

    The nine suspended MLAs are Vinod Ghosalkar, Ravindra Waikar, Pratap Sarnaik, Eknath Shinde and Vijay Shivtare of the Shiv Sena, and Harish Pimple, Girish Mahajan, Vijay Deshmukh and Sardar Tara Singh of the BJP.

    Mr. Khadse later told the media that the Opposition was planning a no-confidence motion against Mr. Purke for rushing through the business of the House without debate when there was chaos. A decision on this will be taken shortly.
