Senior Bharatiya Janata Party (BJP) leader Meghraj Jain has been nominated for the Rajya Sabha election. After the candidature of Jain was declared, he has decided to file nomination papers on May 2.
The by-poll for the seat was necessitated due to the death of senior Congress leader, Arjun Singh. After getting the ticket for Rajya Sabha, Jain resigned from the post of Chairman of Madhya Pradesh Cow Conservation Board.
Party sources said that the name of Meghraj Jain was finalised in the meeting of the State election committee of the BJP and it was forwarded to the Central election committee in New Delhi that finally announced the candidate on Saturday.
As per schedule, the last date for filing nomination is May 2 and the last date for withdrawal of nomination papers is May 5. If needed, polling would be held on May 12.
As per norms, the by-election to the Upper House automatically goes in favour of the ruling party. Instead of proportional voting, the by-elections are held as a direct contest between legislators of the ruling party and that of opposition. So, going by the present strength of the BJP in the Madhya Pradesh Assembly, where there are 146 legislators of the BJP and 66 of the Congress, the vacant seat is bound to go to the BJP.
There are 11 seats to the Upper House from Madhya Pradesh in which there were only two members from the Congress. After veteran Congress leader Arjun Singh passed away recently, there is only one Congress member Vijaylaxmi Sadho who represents the party in the Rajya Sabha.
The tenure of Arjun Singh in the Rajya Sabha was completing along with three other members- Narayan Singh Kesari, Vikram Verma and Maya Singh, by April, 2012. Therfore, the tenure of the new member would be for around 11 months only.
