Even as the State Government effected a reshuffle in the Secretary and Collector level on Friday as expected Malkangiri Collector Secondly R Vineel Krishna who created a history of sorts with his abduction by Maoists, has been shifted to State Secretariat.
He is posted as Director SC and ST Development in SC and ST Development Department. Despite Krishna being lavishly praised by the Prime Minister as a model officer, Chief Minister Naveen Patnaik has not taken kindly to the great embarrassment he caused through overconfidence by going to a Maoist stronghold without security. He was denied a second district although his batch mates and juniors got district postings.
Seven districts will have new bosses as changes effected at Collector level.
There some interesting facets in the changes. Firstly IAS officers have been preferred as Collectors of districts, unlike many times in the past, when OAS Officers were posted to key districts. These fortunate mandarins are Aravind Agarwal, who went to Sambalpur, Balwant Singh to take charge of Malkangiri, Jadav Sachin Ramchand goes to Koraput, while Ravindra Pratap Singh will handle Gajapati affairs.
Batch mate of Krishna, Rajesh Pravakar Patil got Kandhamal as his second district. 2002 batch IAS and Collector Kandhamal, Krishan Kumar got another stint in politically sensitive Ganjam district. Kumar, an honest and efficient officer, continued in riot torn Kandhamal for last 3 years and proved as one of the best administrators of the state.
Chief Minister’s blue eyed boy V Karthikeya Pandian, who served for four long years in Ganjam, naturally found a place in the CMO. D V Swamy, known as a workaholic mandarin got Keonjhar to prove his mettle. However a promotee IAS Siba Prasad Mishra will replace Swamy.
Similarly, there were changes in the Secretary level in five departments. Pradeep Kumar Jena was handpicked for Panchayti Raj , which has assumed great importance due to CBI inquiry in NREGS and impending three tier panchyat elections. Department of Information and Technology will remain with Jena. Rangalal Jamuda has been selected to handle Agriculture. S N Tripathy has been posted back in Rural Development for the second time to make things move faster. He has been allowed to handle Information and Public Relations.
CTM Suguna, of late in good books of the top babus, has been given another chance to prove her mettle in Labor & Employment, when the state is facing tough time on labour front. Satyabrat Sahu, a performing bureaucrat has been given the job of the CMD of OMFED, which he was taking care of as the Commissioner-cum-Secretary of the Department of Fisheries and ARD. Sahu will continue as Commissioner-cum- Secretary of Fisheries and ARD.
Interestingly 1994 batch IAS G Mathivathanan preferred to leave all powerful CMO to serve in an engineering department.He has been assigned the Department of Energy. 1989 batch IFS Sanjeev Chadha has been chosen for the job of Director Horticulture.
