The State Government brought out a half-baked rehabilitation policy at a late Saturday night meeting of the Cabinet that can hardly end the ordeal of the thousands who got displaced due to the ongoing anti-encroachment drive in Jharkhand. The Cabinet deferred to pass the ordinance which was expected to be taken up during the meeting.
Based on the Devasish Gupta Committee report that was asked to submit reports over proposed rehabilitation of the State Government divided the rehabilitation plan into short-and long-term. Under the plan, the Government will make makeshift arrangements for the temporary dwellings of the displaced on the temporary basis.
The Government has already sanctioned `one crore for such temporary arrangements all across the State. There was no word over further allotment of fund since the merge sum of `one crore cannot be sufficient. But under the long-term rehabilitation plan the Government has identified that only 8,000 families in Jharkhand, fall under the BPL category that could be provided with pucca structure under G+3 building plan each spreading on an area of 250 square feet.
The Government will form a coordination committee of the Urban Development Department, Revenue Department, RRDA and RMC that will identify the Government land within 15 days. Tenders will be floated soon after land identification after which the construction work will start.
Briefing the media Secretary Cabinet Coordination Aditya Swaroop said that for speedy construction of buildings pre-fabricated material will be used. The area will be developed as per the norms of the Central Government’s plan of Urban Slum Area Development Plan.
Speaking to the media Chief Minister Arjun Munda said the Government had studied rehabilitation policies of different State Governments and accommodated all essential things.
But the Opposition termed the ‘rehabilitation policy’ as too little and said that it has made the mockery of the people. “When thousands are getting displaced the Government has identified only a handful of people. There is no intimation and no word as how the Government was planning to regularise the things. The Munda Government has tried to cheat the people,” State Congress leader Radhakrishna Kishore said.
