No armed guard on campus, claims Army; probe ordered

    Chennai/New Delhi

While the army continued to deny the presence of armed guard at the army residential quarters where a 13-year-old boy was shot dead while plucking almonds, the Tamil Nadu Government on Monday handed over the case to the state Crime Branch-CID.

According to police sources the top investigative agency would probe into the shooting down of K Dilshan at the Old Fort Glacis Officer's Enclave on Island Grounds adjacent to the Fort Saint George on Sunday afternoon. Dilshan, as it may be recalled, was rushed to the nearby Rajiv Gandhi Government General Hospital and provided immediate medical assistance.

But he died later because of bullet injuries on the head. The locals of the slum Indira Gandhi Nagar took to the streets soon after the incident demanding action against the alleged army personnel who shot the boy. The Tamil Nadu Chief Minister J Jayalalithaa alleged that the boy was shot by an army jawan and demanded that he be handed over to the state police.

As per her announcement a death relief of Rs 5 lakh was handed over to Dilshan's parents - Kumar and Kalyani - on Monday.

Meanwhile, Brigadier (Administration) Sashi Nair on Sunday denied that there were any armed guards at the army residential complex and that security was outsourced. The security uses only sticks.

An official statement released by the defence wing of the Press Information Bureau on Monday the army expressed regret at the loss of Dilsan's life and termed the incident as unfortunate. It, however, clarified that "there was no armed guard located at the compound at any time. The Army is in close co-operation with the local police authorities in the joint investigation to identify the culprit and bring the individual responsible to justice".

Army Vice Chief Lt. General A S Lamba on Monday reiterated the army stand that there were no armed guards inside the campus in Chennai where Dilshan was shot dead on Sunday. He also said the army was conducting its own probe and was fully co-operating with the police.

Army sources also said physical check of all service and private weapons inside the campus was carried out and no discrepancy was found. All arms and ammunition with respective units in the campus were also physically checked and found to be correct and accounted for. They also said all army personnel required for police investigation will be made available to them.

"Army is also conducting its own inquiry. We are fully cooperating with the civil police. Army is giving full support in the investigation," Lamba said in New Delhi. Maintaining that there were no armed guards in the camp, he said "the local station commander gave his statement yesterday(Sunday) that there is no armed guard in that area... At that time there was no armed guard on the guard-duty in that camp."
