    Latest Indian News : Not only rape, but mostly breach of faith too

    Sexual violence against women is increasing in the country, with about 18 women falling victim every hour. And now a study has further confirmed a shocking but widely acknowledged fact that in most cases, these crimes are committed by close acquaintances of the victims — either a neighbour, relative or a friend.

    An in-depth analysis of incidents of rape cases reported in south-west district of Delhi conducted by the Centre for Social Research has brought out this fact.

    In its report ‘Analysis of Sexual Offence Reported Matters’, the NGO has pointed out that of the 58 FIRs reported between January 2009 and July 2011, it was found that in 22 cases, the accused were neighbours of victims, in five cases they were relatives, and in 10 other cases, the offenders were friends.

    Among the 85 accused booked for these crimes, it has been found many were either the father, husband, brother, teacher, lover or step-father.

    It also revealed that in 13 cases, the victim was below 10 years of age and in 18 cases they were school/college level girls. The age group of the accused varied from below 18 years to above 50 years of age.

    In most cases, victims do not lodge the complaint out of fear of the community or reprisal from the assailants. Even in these reported cases only 27 victims lodged the complaint on the same day, 18 victims lodged the complaint after one day of the rape, and 12 cases came up after a longer period. Only 35 cases out of the total 58 cases have seen the victims filing complaints, whereas in 20 cases, the parents have filed the complaint. In an interesting case, a bill distributor who had seen the woman being assaulted, filed a complaint against the accused.

    Though Delhi is said to be unsafe for girls mostly during the nights, the research proves that Delhi is equally unsafe for girls even during daytime. As many as seven rapes took place in broad daylight between 6 am to 12 pm, 17 cases took place between 12 pm and 6 pm and 14 victims were raped between 6 pm and 12 am. This data reveals the lies of the Delhi Police Commissioner, who recently said “You can’t go out at 2 in the night and then say that you were the victim of a crime”.

    “Delhi has always been in the headlines for shocking rates of crimes against women. The city, despite all the growth, has failed to stop or reduce violence against women.” says Dr Ranjana Kumari, director of the Centre for Social Research.

    “There is a need to equip the city with adequate and comprehensive security measures such as well lit roads, centralised helpline service, efficient and sensitive police officers and a fast track judicial system to deal with rape cases and ensure women’s safety,” she demanded.
