Thiruvananthapuram: The state cabinet on Wednesday approved the teachers' package, which would give relief for appointment-related issues in the public education sector. The package was recognized after including 8076 teachers in the teachers' bank. The new teacher student ratio in LP section is 1:30 and in UP 1:35.From now on the managements should take prior permission from the government for appointment of new teachers. Stern action would be taken against managements which furnish false information on student count.
The main conditions in the teachers' package are:
A. The 3389 teachers who are working without salary would be given appointment from June 2011.
B. Those teachers appointed in temporary vacancies generated due to resignation, death, promotion, retirement, in 2010-11 academic year, would also be given recognition. They would be getting salary and protection from the day of appointment.
C. The teachers bank includes a total of 8076 which was formed incorporating 3389 teachers working without salary, 1700 teachers who lost their job due to shortage of students, 2987 protected teachers.
The bank is formed on district basis
UIID would be made compulsory for appointment to additional vacancies created out of revised ratio.
The vacancies would be filled up as per the following priority
1. A teacher who is doing job without salary in the school where the vacancy has come up
2. A teacher from teachers bank
3. As per seniority list of a teacher from that school
The seniority list of teachers having claims in a particular school would be prepared from every school within a month. A final list would be prepared after solving the complaints regarding this.
The drawing and disbursing authority in each aided school would be the headmaster. Manager can appoint teachers in temporary vacancies from teacher bank.
If such teachers are not available within 48 hours, the manager has the right to appoint teachers.
