Never in the history of the Odisha administration was such a situation witnessed as is being experienced at present.
Member, Board of Revenue, which is the topmost post of the State's revenue administration has been lying vacant for days together. So also, the KBK administration has been going headless for long.
Both posts of Member of Board of Revenue and KBK Chief Administrator are cadre posts of IAS officers in the State. This seems to be the result of a faulty IAS cadre management policy. Ad hocism and shortsightedness appear to be the hallmark of the policy in this regard, feel many bureaucrats.
With the previous incumbent Satya Prakash Nanda opting for voluntary retirement from service to join as the Chairman of the Odisha Electricity Regulatory Commission, both the posts have been falling vacant since October 10. And nobody bothers about it as these posts are now-a-days treated as the most sidelined jobs though these are of the Chief Secretary rank included in the cadre list.
While the State Government time and again sends missives to the Prime Minister and the Planning Commission for a special dispensation for the KBK region with funding of Rs 4,550 crore projects, it never bothers to post the Chief Administrator of KBK.
This is not end of the story. A large number of senior IAS officers are cooling their heels as OSD (Officer on Special Duty), OWD (Officer without Duty) and in most inconsequential jobs whereas relatively junior officers are given heavyweight assignments.
There is no clue to such callousness, lamented a former Chief Secretary. No wonder, the morale of several State cadre IAS officers is at the lowest ebb.
