Dik**** Govt goes all-out to woo BPL slum dwellers

In a bid to woo slum dweller voters ahead of the MCD elections next year, the Sheila Dik**** Government is bringing a proposal to grant 100 per cent subsidy under Rajiv Ratan Awas Yojna to slum dwellers belonging to BPL and AAY category. At total of 7,900 low cost houses are to be allotted for slum dwellers in the first phase. The proposal was put before a Cabinet meeting on Monday, but deferred in ‘view of the MCD polls’.

The cost of dwelling units under Rajiv Ratan Awas is Rs 3.34 lakh whereas the present unit cost projected is Rs 5.51 lakh. The market value of the dwelling unit is over Rs 25 lakh. Insiders say the proposal likely to be brought up before the Cabinet meeting either November or December.

Earlier, the Delhi Cabinet had approved a proposal to grant 100 per cent subsidy under Rajiv Ratan Awas Yojna to SC/ST dwellers residing in slums in the Capital. The Department for Welfare of SC/ST/OBC/Minorities will provide funds to this effect.

Sources in the Government said that the move would help the ruling party woo slum dweller voters who are traditional Congress voters. “The move will also help to give a message across the board that the Congress is the only party, which can take care of poor in the national Capital,” sources said. The 25-30 lakh slum dwellers have played a major role in the Delhi Assembly elections in 2008 to defeat the anti-incumbency factor against Chief Minister Sheila Dik****. The move will also help SC/BPL voters stick to the Congress,” said a Congress leader on the condition of anonymity.

He further said that during the last MCD elections, the BSP managed to dent the Congress vote bank and won 24 wards. “The move will further help cut BSP vote bank in Delhi,” he said. “It is submitted that out of the 7,900 flats to be allotted in the first category as per the estimates about 50 per cent flats will be allotted to be slum dwellers belonging to the BPL/AAY category. The Government may consider granting full waiver of beneficiary contribution for this category of slum dwellers as done in the case of eligible slum dwellers of SC category,” the proposal said.
