    Wrap up NRHM probe in 4 months, HC directs CBI
    The Lucknow Bench of Allahabad High Court on Tuesday directed the CBI to complete investigation into National Rural Health Mission (NRHM) scam within four months from now.

    The Bench, comprising Justices Pradeep Kant and Ritu Raj Awasthi, issued the aforesaid direction on the PIL filed by Sachidanand (Sacchey) for the CBI probe into the NRHM scam across the State.

    The court directed the CBI director to conduct a preliminary inquiry into the matter of execution and implementation of NRHM scheme and utilisation of funds at various levels in UP. The court also directed the director to register a regular case against persons prima facie found guilty. It was also directed that the preliminary inquiry should be conducted from the period 2005-06 till date.

    The court further directed the State Government and Union of India to hand over and make available all documents required by the CBI and render full support and cooperation in investigation. The court was convinced that blatant irregularities, financial and administrative, seemingly were committed in the execution and implementation of NRHM scheme including awards of contracts, procurement of goods and articles at various levels in the department concerned.

    The court also observed that the state government failed to explain as to why it waited for CAG report before taking an initiative for which it was morally bound.

    The court also took note of the murder of two CMOs in Gomti Nagar and Vikas Nagar police stations of Lucknow and a deputy CMO inside the Lucknow jail.

    The court observed that the State Government did not take effective steps to deal with the case despite in the know of financial irregularities. “The inaction of the State in taking necessary steps has not only resulted in financial irregularities but also has deprived beneficiaries of the laudable scheme which was sought to be implemented for providing medical facilities,” the court observed.
