Why did the standing committee spike UID Bill?

Why did the standing committee spike UID Bill?
The Parliamentary Standing Committee on Finance recently asked the government to redraft the Unique Identification Authority Bill, stating it was not acceptable in its present form.

Rashid Alvi of the Congress was the lone dissenting voice and cast his vote for the present draft while the other members voted against it. While adopting the report, the committee recommended to the government to redraft the bill.

These are the main points raised by the committe against the UID project:

No feasibility study: No cost-benefit analysis or feasibilty study has been done for the hugely expensive project.

National security: Responsibility of enrollment and verification of individuals to registrars in the private domain may have disastrous consequences for national security.

No clarity: The scheme has no clarity of purpose and is proceeding in a directionless way.

Technology not reliable: UID is based on unreliable and untested technology.
