    Cong to release Rahul’s ‘Vision 2020’ for UP

    In a bid to give a concrete form to Congress general secretary Rahul Gandhi’s announcement of “reforming Uttar Pradesh in five years”, the party will release a ‘Vision 2020’ document containing the road map for the State’s “all-round development”.

    According to sources, the main themes of the Vision 2020 document would be “justice, right and development” and it would cover emancipation of all sections of the society in about eight years. The document would be different from the manifesto and there would be some overlapping issues in the two.

    In his public meetings, Rahul has been saying that if voted to power, the Congress would work for the common man’s development and would turn UP into a model State in five years. He has also said the people of the State would not have to go out to states like Maharashtra, Punjab, Delhi or Haryana but would get jobs in UP itself.

    The document, likely to be released next week simultaneously from 10 major cities of UP, will cover all sections and sectors of the society like women, youth, weavers, employment, farmers, education, health, industry, power and health.

    “There is a target of setting up at least 1000 centres for skill development. This will prepare common man for about 20 lakh employment in the State,” a senior functionary associated with the State said.

    In the document, the Congress will also announce amendments to laws to prevent atrocities on women. Women will be employed in a large number in the police force.

    In an attempt to blunt UP Chief Minister Mayawati’s announcement of division of the State in four parts, the Vision document will talk of development of different regions like Bundelkhand and Poorvanchal. It will also discuss development of local professional centres of glass, carpets, bronze and farming.

    “Instead of harping on the negative works by the other three rival parties - the BSP, SP and BJP - the Congress is focusing on positive campaigning. These three parties have been indulging in negative campaigning in the last 22 years in which they have been in power. For the first time, we are trying to build a road map for the development of the State,” the leader said.
