    SC pulls up UPA for vacant judicial posts
    Seeking clear answers from the UPA Government on its avowed goal to accomplish zero pendency in three years, the Supreme Court on Wednesday was unsparing in its criticism both against the Government and the judiciary for not filling up vacant judicial posts.

    With the matter kept for hearing on Thursday, the apex bench of Justices AK Ganguly and TS Thakur demanded response from the Government on steps taken by it under the National Mission for Justice Delivery and Legal Reforms and the Vision Document 2020 presented by the Law Ministry two years ago as a panacea to curb pendency.

    Commenting on the Vision Document presented in 2009 promising appointment of 5000 ad-hoc judges to clear the arrears, the bench said, "Three years have gone by. Except for the announcement nothing has been done." Even on the vacancy front, the bench was critical. It said, "The Allahabad High Court is the largest High Court but 50 per cent of judicial posts are lying vacant. It is an area of grave concern."

    With people getting more aware of their legal rights, the bench felt an urgent need to address the problem. "With vacancies not getting filled it is posing grave threat to constitutional and democratic governance system."
