    Blow to Maoist chief as bodyguard surrenders in Odisha

    The Maoists in the State appeared to have received a body blow on Friday following the surrender of a loyal bodyguard of top Maoist leader Sabyasachi Panda in Gajapati district and the arrest of a senior woman militant in Jajpur district on Wednesday.

    Panda had a close shave on April 30 when the police and SOG forces exchanged fire with his group in Paniamba jungle under Sorada police station limits in Ganjam district and he had to flee camp.

    Sushant alias Prashant Majhi (20), who was bodyguard of Panda, the secretary of the Odisha State Organising Committee of the CPI-Maoist, surrendered before Gajapati SP Sarthak Sarangi, alleging gross misbehaviour by the Chhattisgarh cadre on the State cadre. He was one of the very few faithful lieutenants of Panda and was involved in major operations.

    Sushant, a resident of Tudukpanka village in Gajapati district, had joined the Maoist outfit when he was a high school student. He was involved in seven cases of violence including Paniganda BT house explosion, Katama violence, attack on a contractor at Jhanjiriguda and torching of a wood laden truck at Gajalbadi. After these cases, he was one of the most wanted Maoists on police record.

    Since his surrender before the police, Majhi has revealed many secrets about Maoist activities. He said the Maoist leaders are derailed from their ideology and most of them are working for their self. The Odia Maoists were being tortured by the Chhattishgarh cadres. Even the female cadres were not spared from physical and mental torture, he added. "I wanted to live like a common man, so I left the Maoist organisation," said Sushant.

    In Jajpur, a district famous for mining activities and the Kalingnagar industrial hub, a woman Maoist and former sarpanch of Gobarghati gram panchayat under Kalinganagar police station limits allegedly involved in the killing of security men and many crimes was arrested on Thursday from the dense forests bordering Jajpur and Keonjhar.

    "Sini Sai (50) of village Gobaraghati was arrested in a joint combing operation by the Jajpur and the Keonjhar police," said Aloka Ray of Jajpur Town police station. Sini had been once elected as sarapanch of the Gobarghati gram panchayat in the past. Incidentally her son was one among the 13 killed in the 2006 Kalinganagar firing in a violent resistance to industrialisation without proper compensation and resettlement.

    According to police officials, the arrest of the senior woman Maoist would weaken their group in the region. She was involved in the attack on Daitari police station, abduction of a police officer, Umesh Marandi, and other crimes and violences in Jajpur and Keonjhar districts.

    The police said Sini was admitted in the Jajpur town Government hospital for treatment on Thursday as she was suffering from fever. On Friday, she was produced in the court of Sub-Divisional Judicial Magistrate (SDJM) of Jajpur. The court rejected her bail application and remanded her to jail custody.

    "We are encouraging Maoists to surrender. A total 113 Maoists, including seven couples have surrendered before the police since 2009. All the surrenders took place in 2009, 2010 and 2011. Steps were taken to rehabilitate the surrendered Maoists on the basis of the State Government's surrender and rehabilitation scheme, 2006," official sources said.

    While the district rehabilitation committees have received applications of 95 surrendered Maoists, 11 applications were not entertained.

    However, Maoists surrendering now would get rehabilitation package as per the provision of Surrender and Rehabilitation Scheme - 2012. Under it, a Maoist would get assistance up to Rs 2.5 lakh besides Rs 25,000 for marriage. This apart, an ultra surrendering before the police is also entitled to get Rs 25,000 for purchase of homestead land, Rs 45,000 for building a house and Rs 25,000 more if he/she surrenders with arms.

    The new scheme has provision of financial assistance of Rs 2,000 per month for three years for surrendered Maoists and also Rs 3,000 per annum for education, the officer said.
