I think its better to have some sort of control put in place.

There is no point in putting more restrictions on cyber cafes. There is no meaning in this.

Its a good thing to keep a register and IP monitoring system in cyber cafes to avoid cyber crimes, and it is possible to implement without any doubt with a central monitoring server and regular inspections

Yes it is a better idea to impose some rules over there. Now a days, cyber crimes have increased a lot.

With the constant increase in cyber crime it is a very good idea to implement such rules...
