    Lib Dems to unveil 'fair' pledges


    The Liberal Democrats will present their election manifesto on Wednesday, saying it is a "serious" plan for government that the voters can "trust".The four main themes of the 103-page booklet are fair taxes, more chances for children, a fairer and greener economy, and cleaning up politics.

    Policies include a guarantee to protect the state pension, and more pay for members of the armed forces.

    Labour pledge a "fair future"; the Tories to change the UK for the better.

    Pension rise promise

    The front cover of the Lib Dems' manifesto is white with coloured stripes, which they say represent their four big themes.

    There are no pictures on the front, but a photo of leader Nick Clegg and Treasury spokesman Vince Cable is included on the back.

    The Lib Dems are pledging to raise the state pension each year - either in line with earnings, by at least 2.5%, or to meet the increase in the Retail Price Index measure of inflation - whichever is highest.

    Every fully trained member of the armed forces will be paid at least the equivalent to those on starting salaries in the emergency services, they say.

    And political donations will be limited to £10,000 per donor.

    Tax 'overhaul'

    The Lib Dems have already pledged that the first £10,000 of UK earnings would be tax-free for low and middle earners, under a "radical overhaul" of the tax system.

    They say in the manifesto that this would "put £700 back in the pockets of tens of millions of low and middle-income families, paid for by ensuring the wealthy pay their fair share".

    The party say the spending pledges in its manifesto will be paid for by savings elsewhere.

    They say financial tables at the back of the manifesto go through every spending promise and provide costings details.

    As a result, the Lib Dems claim that - in contrast to Labour and the Tories - voters will be able to "trust" their manifesto.

    'Clean up politics'

    Mr Clegg says in the manifesto foreword that it is time to end 65 years of Labour and the Conservatives "taking turns and making the same mistakes".

    "Only Liberal Democrats have the big ideas for fundamental, structural changes in the way our country works to make it fair," he adds.

    He said on Monday that in the event of the Lib Dems supporting a minority government, their four core priorities would be tax reform, increased school funding, splitting up the largest banks, and a "complete clean-up of Westminster politics".
