    Opposition parties want to see tougher carbon emissions cutsScottish government plans to set annual targets for cutting carbon emissions are set to be rejected by MSPs.</p>Opposition parties said they did not go far enough and are holding the SNP to its manifesto pledge for 3% annual reductions.

    After a Holyrood committee rejected the annual target plans, ministers offered to increase the cut for 2010 from 0.5% to 1%.

    Labour, the Lib Dems and the Greens are set to vote the plans down at Holyrood.

    The Scottish government has said its strategy goes further than recommendations made by UK experts.

    The row came after parliament last year passed world-leading climate change legislation, setting out an 80% cut in greenhouse gas emissions by 2050.
