The Birmingham Safeguarding Children Board is meeting later to discuss the death of a toddler.
Two-year-old Keanu Williams was taken to hospital from a house in the Ward End area of Birmingham on Sunday.
Police said post-mortem tests indicated the child, known as Kiwi, had died as a result of "non-accidental injuries".
A 29-year-old-man and a 22-year-old woman, thought to be his mother and her partner, held on suspicion of murder have been released on police bail.
The two people had been arrested on Tuesday and were released on bail on Thursday evening.
