A second man, aged 28, has also been arrested on suspicion of murder and is waiting to be questioned.
After the body was found at about 1700 GMT, Det Ch Insp Nick Sloan, of Sussex Police, said: "The house has been secured and we have started a methodical forensic examination of the scene tonight."
He said house-to-house inquiries were carried out in the immediate area on Saturday evening, and further visits would be made on Sunday.
"The circumstances established so far mean that we are treating this death as murder," he added.
"At this very early stage we are still building up a picture of exactly what has happened and we are yet to identify the victim.
"I would ask anyone who may be able to help us - particularly if you saw or heard a disturbance in the Russell Square area in the last 24 hours - to get in touch."
