S.O.P.A Doesnt just shutdown places that have pirated material , SOPA also find who has Upload it / downloaded it and even linked it worldwide NO EXCEPTIONS. What they do is find the ip that have downloaded the material and find the person who downloaded it and the charge him big amount of money.
