OIC is not exactly a dual citizenship. However, it gives you the freedom to remain in the country indefinitely and acquire property. An OIC is different from citizenship as much as that you can not contest elections or hold government posts. Not a big thing, is it?!

if you wanna contest in an election, you shouldn't be holding a foreign passport.
The other difference between an OCI holder and citizen, is that an OCI cannot buy agricultural land. This may be more of a concern, rather than contesting an election.
