    New Delhi : The Annual Plan for Kerala for year 2010-2011 was finalised today at Rs 10,025 crore. The plan outlay was agreed at a meeting here between Planning Commission Deputy Chairman Montek Singh Ahluwalia and Kerala Chief Minister V S Achuthanandan. Ahluwalia complimented the state government for supporting decentralised planning and pointed out that substantial untied funds are being provided to the local bodies.

    He said although the state has high rate of literacy but more efforts are needed to improve the quality of education.

    Ahluwalia appreciated the health insurance scheme introduced by the State.

    He said agriculture has been put on national priority to improve the poor growth experienced in this sector.

    He said state could encourage a system of mix farming to record a high growth. More focused attention was needed for irrigation and AIBP where State can benefit more from Central initiatives.

    On Public Private Partnership (PPP) in development of infrastructure, he said the Eleventh Plan has emphasised the role of PPP in infrastructure development and Centre has followed an active plan in pushing PPP even in social sectors like health and education.

    Briefing the Commission on the development strategy for the year, the Chief Minister said agriculture, small scale industries and development of disadvantage groups would be given special focus.

    Workers in traditional industrial sector and fishermen would get price-cum-income support, he said.

    Outlay for agriculture and allied activities, industry and mineral sector and IT and e-governance would go up by 50 per cent.

    Special emphasis will be on gender budget including infrastructure for women, income support and food security scheme, the Chief Minister said.

    He said the state government would introduce urban employment guarantee scheme to complement rural employment guarantee scheme.

    The Chief Minister said the state also proposes to cover 28 to 30 lakh household under the comprehensive insurance scheme whose premium payment will be made by the government.

    He also sought Commission's support in getting central clearance for Kochi Metro Project.
