    11 held for LIC examination paper leak

    Question papers of an all-India examination conducted by the Life Insurance Corporation for the post of assistant administrative officer in which 1.65 lakh candidates appeared at 150 centres across the country on Sunday were leaked. Two persons allegedly involved in the racket have been arrested by the Crime Branch of Delhi Police along with four candidates each of who had bought the papers for Rs.5 lakh.

    The breakthrough came when the unit received information that Pawan Kumar, who had earlier been arrested in a pre-medical entrance paper leak case registered at the Maurice Nagar police station and was under surveillance, had managed to get the papers for the LIC examination.

    Acting on a tip-off that Pawan would prepare some candidates for the examination in a factory in Naraina village on Saturday, a team under the supervision of Assistant Commissioner of Police Rajender Bakshi raided the place and rounded up six persons-Pawan, Arun Parashar, Inderjeet, Dharmveer, Parveen and Rahul Kumar Singh. The police purportedly seized the papers from Pawan and Arun. The other four turned out to be the candidates who had to appear in the examination at centres in Delhi and Chandigarh.

    Teams were sent to these centres at Kendriya Vidyalayas in Andrews Ganj, R. K. Puram and Janakpuri and GGDSD College in Chandigarh on Sunday to crosscheck if the papers for the morning and the afternoon sessions seized from the accused were genuine.

    “They matched with those supplied to the centres,” said Deputy Commissioner of Police (Crime Branch) Ashok Chand.

    The institution heads, observers deputed by the LIC and representatives of Educational Consultants India Limited, a public sector unit under the Ministry of Human Resource Development to which the task of conducting the examination had been outsourced, also certified the findings.

    The police then seized copies of the contingency papers supplied to these centres for verification.

    Subsequently Pawan, Arun and the others were formally arrested. During interrogation, Pawan purportedly disclosed that he had procured the papers from Arun, a resident of Aligarh in Uttar Pradesh. While Pawan is a resident of Inderpuri in South-West Delhi, Inderjeet and Dharmveer hail from Mahendragarh in Haryana, Praveen from Panipat and Rahul is from neighbouring Ghaziabad.

    “Investigations are under way to identify the others involved in the racket. The printing and distribution of papers was handled by EdCIL. Whenever necessary, we will question those involved in the process to find out the source of the paper leak. It is definitely an insider's job,” said a police officer.

    The police plan to obtain custody of the accused to unearth the entire network behind the paper leak.

    “We will send a report to EdCIL on our findings. The decision to cancel the examination has to be taken by the authorities concerned,” the officer said.

    Mobile phones recovered

    The police on Sunday arrested five persons for allegedly leaking the question paper of the all India examination for the post of Assistant Administrative Officer (AAO) in the Life Insurance Corporation (LIC) of India, scheduled for Sunday.

    Two sets of question papers, six mobile phones and Rs.6,000 in cash were recovered from the accused persons. The arrested have been identified as Yogeswar Kumar Rao (30) of Uttar Pradesh, P. Ashok Kumar (30) of Gandhinagar, B. Anna Rao (36) of Tukaramgate, Perla Srinivas (38) of Vijayawada and Gundla Srinivas (34) of West Godavari district.

    Police said the kingpin, Yogeswar, working as a teacher in Uttar Pradesh, procured question papers through his friend, Lal Bahadur, of Lucknow. Bahadur got the papers from his Noida-based relative Deendayal working in the government printing press.

    After receiving the question papers, Yogeswar contacted Ashok asking him to get in touch with candidates appearing for the examination. Both Yogeswar and Ashok came in contact in 2006 when the latter came to Bhopal along with some candidates appearing for the Railway Recruitment Board exam. Since then, Yogeswar was in touch with Ashok, police said.

    Ashok then approached his agents, Anna Rao, Perla Srinivas and Gundla Srinivas, who had identified candidates appearing for the LIC exam. Yogeswar came to Hyderabad by flight and later went to Vijayawada on Friday and struck a deal with the aspirants. DCP (Task Force) V. B. Kamalasan Reddy said the gang members were collecting Rs. 5 lakh to Rs. 7 lakh from aspirants.
