    CM urges Centre to release UGC payscales arrears share

    Chief Minister Shivraj Singh Chouhan on Saturday urged the Centre to immediately release central share for disbursement of arrears of UGC pay scales to the teachers, immediately sanction a grant of Rs 400 crore for establishment of State university at Chhatarpur and to clear the proposal regarding setting up of International Buddhist University at Sanchi.

    In his letter to the Union Minister for Human Resources Development (HRD) Kapil Sibbal, the Chief Minister said that Madhya Pradesh is the first State in the country to have implemented the new UGC scale with effect from January 2006. However, due to non-release of Central share, arrears could not be paid to the teachers, he added.

    He said that the HRD Ministry had suggested that the State Government should release the arrears and then claim Central share as reimbursement. Describing the stand of the Union Ministry as patently unfair, Chouhan said that the Central share is 80 per cent of the arrears and amounts to `400 crore. He urged Sibal to reconsider the matter and issue necessary instructions to immediately release the Central share.

    Chouhan also requested the Centre to immediately sanction a grant of Rs 400 crore for establishment of the State university at Chhatarpur for Bundelkhand region in the State.

    In his letter to Sibal, the Chief Minister reminded him of his earlier request and informed that the State Government has already transferred entire infrastructure of Hari Singh Gour University, Sagar valued at Rs. 400 crore to establish the Central University.

    Chouhan said that in order to provide academic support and affiliation to the colleges in Bundelkhand region, functions which are not being performed by the Central University, a State University has to be established. He said that funds to the extent of Rs 400 crore for the proposed University at Chhatarpur would be required.

    He urged the Centre to clear the proposal regarding setting up of International Buddhist University at Sanchi in Raisen district.

    In his letter to Sibal, Chouhan said that the joint declaration issued on the State visit of Sri Lankan President Mahindra Rajapakse to India in June 2010, recognises that the shared culture and civilisational links provide bedrock of bilateral relations. He said that in November 2009, the Mahabodhi Society of Sri Lanka proposed to set up Sanchi International Buddhist University (SIBU) in Sanchi, district Raisen, Madhya Pradesh. He said that the State Government had identified 65 acres of land near Sanchi Stupa that would be made available for the SIBU.

    Chouhan apprised Sibal that the proposal to establish SIBU was submitted to the Ministry of External Affairs, which forwarded the proposal to HRD for clearance.
