    Speaker facilitating UPA on N-plans, says CPM

    Suspecting Speaker Meira Kumar’s intentions, the CPI(M) on Tuesday alleged she was facilitating the UPA Government’s plans to bring in diluted rules favouring nuclear suppliers from the US.

    Addressing media on Tuesday, CPI(M) Parliamentary party leader Sitaram Yechury alleged that the non constitution of Committee on Subordinate Legislation would help the government to incorporate the Rules, which only put five year liability on suppliers without any challenge from the parliamentary committee.

    Yechury recalled Prime Minister’s recent interaction with media wherein he had stated that the Rules will lie before the Parliament for 30 days. “The Committee on Subordinate Legislation, which debates on the Rules of the Acts passed by Parliament, has expired on October 31. The Government has brought Rules after the expiry of the Committee and the Speaker had not constituted a new Committee. As per the provisions, if the Rules has not challenged or debated within 30 days it will become the part of the Act

    “We doubt or suspect a game is going to manipulate the Parliamentary procedures to help the equipment suppliers from USA. Already 10 days passed after the formulation of Rules by government and Speaker has not constituted a new Committee to debate the contentious Rules. We will meet the Speaker soon on this regard,” said Yechury.

    To questions on Speaker’s role in facilitating Government on the formulation of “diluted” Rules, Yechury reiterated his remark: “What else we have to think on non-formation of the Committee?”

    The Left leader said that normally, the structure of new Committees is formalized well before the end of tenure of the existing parliamentary Committees. As per the norms, if the government-formulated Rules were not debated within the Committee on Subordinate Legislation within 30 days, it would automatically become part of the Act.

    A few days ago, the UPA government had made the Rules, which insists only five year liability for the nuclear equipments suppliers.

    The suppliers would not face liability cases if nuclear accidents happen after the period.
