    Need to create trust among citizens: CM
    Chief Minister Shivraj Singh Chouhan has said that there is need to create an atmosphere of trust among people, who are exasperated over the issue of corruption. It is necessary that the common man gets public service within time-limit. The public servants should work with a sense of accountability. There should be a judicious mix of praise for good and penalty for bad. Besides, reforms in system and strict laws are also necessary for curing corruption.

    Chouhan was addressing the concluding function of two-day National Consultation on strengthening delivery and accountability frameworks for public service here on Friday.

    The Chief Minister said people’s participation is most important in democracy. Practicable schemes cannot be chalked out without it. The Madhya Pradesh Government has prepared schemes with people’s suggestions.

    Panchayats of women, farmers, artisans and several other sections of society have been held in the State. Several schemes like Ladli Laxmi Yojna, Mukhyamantri Kanyadan Yojna, Jan-Darshan, Samadhan Online and Samadhan Ek Din are the results of deliberations, brainstorming and churning at these panchayats.

    The CM said non-fixation of time-limit for exercising rights in delivery of public service causes delay. It also leads to possibilities of corruption. Therefore, Public Service Guarantee Act has been implemented in the State with transparency and e-governance. Its objective is creation of such an atmosphere where there is no scope for corruption. He said time-limits are also being fixed for construction and departmental works.

    Efforts are afoot to ensure that files should also move within time-limit. Ministers and Chief Minister should also come under its ambit. Delay in decisions causes national loss. He said that several major projects remain incomplete for long in the wait for decision on environmental clearance. He said that efforts for incentives and inspiration are also necessary along with reforms in system. Apart from Mukhyamantri Puruskar Yojna, a scheme is also being chalked in Madhya Pradesh to reward excellent public servants.
