UP Minister apologises to Lokayukta
Energy Minister Ramveer Upadhyay apologised on Friday for his remarks against the Lokayukta, Justice (Retd) NK Mehrotra. However, refusing to close the matter, the State ombudsman said he would first examine the apology as a contempt case for insulting the institution and interrupting the inquiry pending against Minister.
The Energy Minister’s counsel, Manoj Dwivedi, went to the office of the Lokayukta on Friday afternoon and submitted Upadhyay’s letter that said “please forgive me if I have unmindfully used some hurting words against you”.
Upadhyay had used unparliamentary language against the Lokayukta while addressing a public meeting in Hathras last week. He had also threatened to get the Lokayukta removed from his post for his wrong decisions and had also challenged the state ombudsman’s powers to conduct inquiry against him.
While giving the apology letter to the Lokayukta, Upadhyay’s counsel urged Justice (retd) Mehrotra to take action against Devendra Agrwal, the complainant who filed a contempt case against the minister under Section 304 of the CrPC, for giving false evidence. Agrawal has provided a CD of the Minister’s speech to the Lokayukta.
The counsel also said that the media had twisted the words of Upadhayay, causing misunderstanding between the Minister and the Lokayukta.
However, the counsel’s demand threw water on the apology tendered by the Minister after much consideration as the Lokayukta said that he would first examine the apology and contempt case against Minister in the light of the orders of the Supreme Court in similar cases.
The Lokayukta summoned the Energy Minister on January 18 for further clarification in the contempt case against him.
Meanwhile, Vinay Mishra, who had filed a complaint against the Chief Minister, accusing her for illegally giving the licence for sale of liquor in state to a private company, moved another complaint on Friday. Mishra’s earlier complaint was dismissed by the Lokayukta on Thursday.
In the fresh complaint, Mishra has dropped the name of the Chief Minister while making the same allegations against Excise Minister Nasimuddin Siddiqui and Excise Commissioner. Admitting the complaint, the Lokayukta has initiated preliminary inquiry in the case.
He has asked the Excise Commissioner and managing director of Sugar Mills Federation to file their replies by January 11. The Lokayukta had dismissed the previous complaint on the ground that the office of Chief Minister does not come in his jurisdiction.
