Crime graph soars; up by 4 per cent
Delhi Police Commissioner Brijesh Kumar Gupta on Friday failed to give satisfactory answers on the unsolved major criminal cases which took place in the national capital during the year 2011. The Delhi Police chief, while addressing the media, failed to throw any fresh light on Shobhit murder case of Vasant Kunj, Neetu Solanki murder case, Lahori Gate murder case in which a woman’s body was parceled in a steel-trunk, Manoj Bakkarwala case and Delhi High Court Blasts cases. The data presented by Delhi Police on Friday also show a rise in the number of heinous crime.

With four per cent increase in the number of criminal cases registered in 2011, the crime graph showed an upward trend for the third consecutive year. Gupta claimed to have solved 92 per cent of heinous crimes registered in 2011, but shied away from replying to direct queries on the unsolved sensational criminal cases that occurred last year.

According to the latest data, 53,353 cases were registered in 2011 in comparison to 51,292 in 2010. Though there was a dip in street crime like snatching and vehicle theft cases, heinous crimes were on the rise. Among heinous crimes rape, kidnapping and attempt to murder showed a sharp increase while crimes of murder and robbery showed a downward trend. However, it may be pointed out that fall in auto thefts is a nationwide trend following advanced security gadgets fitted in vehicles.

Delhi Police chief sought to downplay the rise in the overall numbers of criminal cases saying crime per lakh population has seen a steady decline during the last 13 years. From 506 in 1998 it has reduced to 318 in 2011, he said. “Crime per lakh population gives the correct assessment of crime rate in any city and it is the standard means to calculate the rise or fall in number of crimes in other parts of the world,” he said.

Gupta claimed that the number of murder cases reduced to 543 in 2011 from 565 in 2010. He also claimed to have cracked 82 per cent murder cases. The city police chief, however, avoided direct answers over unsolved sensational murder cases of 2011.

He also refused to comment over police crackdown in Ramlila Ground on Yogaguru Baba Ramdev. Saying “the apex court is examining the case in details, it would not be right to say anything over the incident,” Gupta said he would not comment over the Delhi Police’s action on June.

When asked why the Home ministry “snatched” the cases of Delhi High Court blasts from Delhi Police and handed over to the National Investigation Agency (NIA), Gupta said, “The terrorists involved in these cases work in pan-India terror module. So it is not only Delhi Police but police of other states and central intelligence agencies who work together and co-ordinate with each other to solve such cases. In Delhi High Court blasts cases, both Delhi Police and NIA are working in each other’s co-ordination. The question of snatching the cases doesn’t arise at all.”

Calling drug abuse and drug peddling a serious problem, Gupta said the year 2012 would be treated as zero-tolerance year against this crime. “Every beat constable has been alerted towards incidents of drug peddling. Prompt action would be taken against any incident of drug abuse. We request corporate houses to come up with drug de-addiction programmes and clinics to create awareness and fight this monster.”

Gupta said the force took a series of steps in the year gone-by to tackle street crime by identifying crime hot spots and cracking down on criminals by deploying 155 emergency response vehicles (ERV) across the city.

Gupta said the Delhi Police had brought to book a number of dreaded criminals who had been evading the police net for long and claimed that Delhi Police have neutralised these gangs completely that were involved in sensational criminal cases. However, he had no reply on failure to arrest Bakkerwala.
