SEOW files case against Cong MP in land scam
The State Economic Offence Wing (SEOW) here on Friday in an important development filed chalans against Ujjain Congress MP Premchand Guddu and his associate Dilip Borasi in connection to the Bakhtawar Ram Nagar Housing Society land scam.
After being summoned in the court on Friday, both Guddu and his associate Baurasi were later released on a personal bail of Rs 25,000 each. The next hearing in the case is slated for February 28.
Besides Congress MP Premchand Guddu and his associate Dilip Borasi, names of the then joint director of Town and Country Planning (T&CP), PN Mishra and some of the then IMC officials had also figured in the State Economic Offence Wing chargesheet filed earlier on December 31, 2011 last year.
Though the court had granted bail to Mishra, Guddu and Borasi had failed to appear in the court despite intimation.
The case against Guddu and others was registered on the complaint of former Congress Minister Suresh Seth in 2005. Guddu, who is a Congress MP from Ujjain, though challenged the State Economic Offence Wing’s action, saying that it should have taken the permission from the Speaker of the Lok Sabha for filing the challan.
According to State Economic Offence Wing Superintendent of Police Manoj Singh, Guddu in his capacity as the president of the Society, and Borasi were hand-in-glove with the then T&CP joint director, PN Mishra, and had changed the layout sanctioned by the Town and Country Planning.
They had clubbed the land, reserved for commercial use with the plot, which was meant for the economically weaker people and the land adjoining to it and the one which was reserved for amenities (public garden).
“They had clubbed land measuring 70,000 sq feet with a plot of commercial use measuring 3,250 sq ft,” said the State Economic Offence Wing Superintendent of Police, adding that they had constructed a club, named Ajit and Ajay, thus incurring heavy losses to the State.
The documents, submitted by the State Economic Offence Wing in the special court, has disclosed that to construct the club on the said land, Guddu and others had changed the building permission, issued by Indore Municipal Corporation (IMC) from time to time.
He added that during the six-year long investigation, the State Economic Offence Wing found them guilty of crime punishable under the Section 420, 120 (B), 201 of the Indian Penal Code and Section 13 (1) (D) and 13 (2) of the Anti Corruption Act.
State Economic Offence Wing, in its enquiry, had also found three officials of the Indore Municipal Corporation Hans Kuamr Jain, Gyanendra Singh Jadone and Amimur Rehman guilty of misuse of their position.
