Uproar in Madhya Pradesh House
The Madhya Pradesh Assembly witnessed uproarious scenes when Congress legislators stood on chairs and shouted slogans against Chief Minister Shivraj Singh Chouhan and his Government. Following the pandemonium, the ruling party members brought a censure motion against them which was adopted by a voice vote.
Amid the din, Deputy Leader of Opposition Choudhary Rakesh Singh Chaturvedi read out an Opposition sponsored no-confidence motion against Speaker Ishwardas Rohani.
As soon as the House assembled for the day, Congress legislators, led by Leader of Opposition Ajay Singh staged a dharna outside speaker Ishwardas Rahani’s chamber. After some time, Chouhan also reached Rohani's chamber, but the dharna continued.
The proceedings of the House, however, continued with senior BJP legislator Gyan Singh occupying the chair in the absence of the Speaker and Deputy Speaker. The question hour functioned smoothly for some time during which Anoop Mishra (BJP) said the Congress legislators were preventing Speaker Ishwardas Rohani from entering the House. He said he had never heard of such an incident in the history of parliamentary democracy. He said he would move a censure motion against the opposition legislators for their conduct.
Urban Development Minister Babulal Gaur, Industries Minister Kailash Vijayvargiya and other BJP legislators also strongly condemned the Congress legislators for what they termed as unprecedented conduct in the state legislative assembly, suggesting that it amounted to breach of privilege.
Soon after the question hour, Congress Legislature Party (CLP) deputy leader Choudhary Rakesh Singh reached the House and started reading out an opposition-sponsored no-confidence motion against Speaker Ishwardas Rohani, accusing him of not being impartial and siding with the Government.
As the ruling party legislators were on their feet, the Opposition members rushed inside the House, climbed on the Speaker's podium, raising slogans, 'Shivraj Zero, Congress Hero'. Agitated BJP members too rushed to the well of the House even as marshals were seen struggling to prevent the legislators from coming close to Kedarnath Shukla, who was then in the chair.
As acrimonious scenes continued, Shukla asked the ruling party legislators to move a censure motion amid slogan-shouting by the Congress legislators. Later, Shukla announced that the censure motion against the Congress legislators had been passed by voice vote.
