Special session to restore MLAs’ membership
A special session of the State Assembly will be convened on July 27 to restore the membership of two Congress MLAs, Choudhary Rakesh Singh Chaturvedi and Kalpana Parulekar, who were disqualified on July 18 for unruly behaviour in the House a day earlier.
This would be the first time in the history of the country that membership of terminated MLAs are being restored.
Talking to media persons, Speaker Ishwardas Rohani said “a decision to convene a special session of the Assembly was taken to restore the membership of Chaudhary Rakesh Singh Chaturvedi and Kalpana Parulekar after they expressed regret for their misbehaviour and Leader of the Opposition Ajay Singh requested reconsideration through separate letters.”
Rohani said legal experts and the Election Commission (EC) were consulted before taking the decision. The EC made it clear that the constitutional body would consider restoring their membership and would announce Assembly seats represented by them as ‘not vacated’ following a House resolution revoking the termination.
The matter was discussed in the morning during separate meetings between State Governor Ram Naresh Yadav and Assembly Speaker Ishwardas Rohani and between the Governor and Chief Minister Shivraj Singh Chouhan. Rohani told reporters outside Raj Bhavan that decks had been cleared for revoking the termination of membership of the two Congress MLAs and said a consensus had been reached on the issue.

The Speaker said when the Constitution was silent, recourse was taken to traditions and this is what was being done here. He said after the resolution restoring the membership of the two MLAs was passed by the State Assembly, it would be sent to the Election Commission.
Parliamentary Affairs Minister Narottam Mishra said during the special session no other matter would be discussed apart from restoring the membership of the two MLAs.
Notably, this special session would sit for one day and thus it would be the shortest session too. Earlier, the government had convened a three-day special session.
During the session, Parliamentary Affairs Minister Narottam Mishra would propose to the Speaker to restore the membership of both the Congress legislators.
