    UD Ministry project hits DUAC block

    The Delhi Urban Arts Commission (DUAC) has blocked the Union Urban Development Ministry’s project envisaging construction of nearly 5,000 dwelling units for the Central Government staff as it not only “looked like a vertical slum” but also take a toll on a large number of trees.

    The heritage body in a recent meeting noted that the proposed project in the East Kidwai Nagar in the posh South Delhi area with generally repetitive blocks with a height upto 150 ft in 76 towers is a vertical slum and will have an adverse impact on New Delhi’s character and environment.

    “The scheme has not been developed keeping in view the importance of the location and the overall urban character which should set a standard for future redevelopment of other areas,” sources in the Urban Development Ministry said quoting the Commission. The UD Ministry is the project proponent which has leased the project envisaging redevelopment of the existing colony in the area to the National Buildings Construction Corporation Ltd (NBCC) for 30 years. The flats are meant for the Class IVth employees of the Central Government.

    The corporation’s apathy in failing to ensure saving maximum trees from chopping down also drew flak from the DUAC. As many as 2,500 trees are proposed to be axed to construct the 4,747 dwelling units in the area spread over 86 acres.

    “Rather than designing the layout of the plan to respect the existing trees typology, the highrise towers have been repeatedly arranged in a certain manner destroying the green zone,” the members noted. Also, said the body, the orientation of the flats in the blocks were defective as restricted view from the rooms (the flats were facing each other) than open green spaces.

    Noting that the proposal presented destroys the emerging future urban design form and architectural character, the Commission rejected the proposal saying that such a development would set wrong precedents for the future.
