Forces asked to display proactive disclosure on website
Union Home Ministry has asked the paramilitary forces to display on the official website of the Ministry information related to procurement, Citizen’s Charter, discretionary and non-discretionary grants, budget allocation, expenditure and reports of disbursements made in order to strengthen compliance with regard to suo motu/proactive disclosure under the Right to Information Act (RTI) Act.
The Ministry has further directed the paramilitary forces that their Procurement Wing should host procurement-related information on the website.
The Forces have also been asked to formulate guidelines to make public “the budget allocated to each of its agency indicating particulars of all plans, proposed expenditure and reports on disbursements made” as provided for in the Section relating to proactive disclosure in the transparency law.
According to the Section 4 of the RTI Act it is mandatory for every public authority to proactively disclose details in respect of the information and a Task Force, constituted earlier had recommended scrupulous adherence to the provision.
A Committee of Secretaries had also suggested that the information commission and public authority will share the responsibility for compliance of the provisions for proactive disclosure.
The CoS also recommended that disclosures should be done locally in a form manner that is easily accessible to the public.
